Purpose:
This policy aims to promote a culture where all staff members, both full-time and part-time, feel encouraged to report any suspected or actual instances of illegal, unethical, or inappropriate behavior or practices without fear of reprisal.
Reporting Procedure:
The Whistleblower should promptly report any suspected or actual incidents to their immediate supervisor.
If the Whistleblower feels uncomfortable or hesitant about reporting to their supervisor, they can choose to report the incident to the Human Resource Sub-committee (HRcom).
Protection from Retaliation:
The organisation is committed to ensuring that Whistleblowers who report issues in good faith, without malice or intent to harm others or the organisation, will not face any retaliation or retribution.
Consequences of False Reports:
A Whistleblower who makes a report not in good faith may be subject to disciplinary action, including potential termination of employment, or other legal measures to safeguard the organisation’s reputation and its members.
Anti-Retaliation Policy:
Any individual who takes adverse action against a Whistleblower (who has made a good-faith report) will face disciplinary action, including potential termination of their Board or employee status.
Reporting Crimes:
Crimes against individuals or property, including physical or verbal assault, rape, burglary, etc., should be immediately reported to the Singapore Police.
Investigation and Resolution:
Supervisors, managers, and Board members who receive reports are responsible for promptly initiating investigations and/or taking actions to resolve the reported issues.
Feedback to Whistleblower:
HRcom will provide the Whistleblower with feedback concerning the investigation, disposition, or resolution of the reported issue.
Confidentiality:
The identity of the Whistleblower, if known, will remain confidential and will only be disclosed to those directly involved in implementing this policy.
Our Constitution establishes clear procedures for managing conflicts of interest. Whenever a member of the Governing Board has a direct or indirect interest in a matter, such as a transaction or project, scheduled for discussion at a meeting, they are obligated to disclose the nature of their interest before the discussion commences. Subsequently, the member in question should voluntarily abstain from participating in the meeting and refrain from contributing to the discussion or voting on the matter. The ultimate decision regarding whether this abstention is accepted or not rests with the Governing Board.
Similarly, our Exco (Executive Committee) and sub-committee members, as well as our staff, are expected to promptly disclose any interests, relationships, or holdings that have the potential to create a conflict of interest
Our Investment Policy outlines a conservative approach to managing our financial reserves, primarily focusing on onshore Fixed Deposits and Cash equivalents.
Our funding primarily comes from public donations, which we receive through our website and the giving.sg portal. Additionally, we also receive government funding for each mandatory client under the Revised Halfway House Service Model (HSM). This government funding arrangement has been contracted to The Turning Point for a three-year term, starting from January 1, 2022, and concluding on December 31, 2024

This policy is intended to encourage Staff (paid and part-time) to report suspected or actual occurrence(s) of illegal, unethical or inappropriate events (behaviours or practices) without retribution.
01. The Whistleblower should promptly report the suspected or actual event to her supervisor.
02. If the Whistleblower would be uncomfortable or otherwise reluctant to report to her supervisor, then the Whistleblower could report the event to the Human Resource Sub-committee (HRcom).
03. The Whistle blower shall receive no retaliation or retribution for a report that was provided in good faith – that was not done primarily with malice to damage another or the organization.
04. A Whistleblower who makes a report that is not done in good faith is subject to discipline, including termination of the Board or employee relationship, or other legal means to protect the reputation of the organization and members of its Board and staff.
05. Anyone who retaliates against the Whistleblower (who reported an event in good faith) will be subject to discipline, including termination of Board or employee status.
06. Crimes against person or property, such as physical or verbal assault, rape, burglary, etc., should immediately be reported to the Singapore Police.
07. Supervisors, managers and/or Board members who receive the reports must promptly act to investigate and/or resolve the issue.
08. The Whistleblower shall receive feedback from HRcom, regarding the investigation, disposition or resolution of the issue.
09. The identity of the Whistleblower, if known, shall remain confidential to those persons directly involved in applying this policy.
TTP’s Constitution mandates proper procedures in place to manage conflict of interest. Whenever a member of the governing board is in any way, directly or indirectly, has an interest in a transaction or project or other matter to be discussed at a meeting, the member should disclose the nature of his/her interest before the discussion on the matter begins. The member concerned should offer to withdraw from the meeting and not participate in the discussion or vote on the matter. The governing board should decide if this should be accepted.
TTP s Exco and sub-committee members and staff are required to promptly disclose any of their interests, relationships or holdings that could potentially result in a potential conflict of interest.
TTP’s Investment Policy provides guidelines to conservatively invest its financial reserves in onshore Fixed Deposits and Cash equivalents.
TTP is supported by public donations from organisations, churches and individuals through our website, Charity portal or responses from our bilingual newsletters.
